That's not entirely correct. It's performance per watt per dollar.
That is a presumed constraint on the performance statement I made earlier. Power to the datacenter is fixed. Floorspace is fixed. TCO budgets are fixed. They have to maximize performance within those constraints, but my point remains the same - which is that they would only use their own chips if they could get better performance, within those constraints.
