My guess is that they are counting the 2 billion restricted shares as part of the outstanding shares. I could be wrong but it would give a reason as to why the pps holds where it is.
If you read through that filing you'll see nothing financially sound to support the current price. But then again this is the pink sheets and anything is possible.
