Dumb idea. ZTE is as close to cornered as possible. ZTE has nothing working for them. Vrng will not settle for chump change. They have two huge fish on the hooks and will not let them get away with chump change. That only worked with MS.
Why would VRNG give ZTE a discount now, after they won an injunction in India? And lets not forget ZTE was so arrogant as to not even replying back to VRNG's term sheet for the World wide licensing. So VRNG now has the leverage and should keep their foot on ZTE's throat and squeeze every last cent from them. That will make an example of the next infringers (ie. Huawei)
