Because investors who have amassed enough wealth to potentially fund a drilling program, did not acquire their wealth by being stupid, sloppy, whimsical, etc. "Oh that is a pretty ZTEM picture with lots of colors. Just take a few million from the pile over there and let me know if anything happens." Lots of extensive due diligence before putting up big money.
