Quasar says this in the PR:

Quasar plans to commence issuing M-1 visas to the foreign students immediately and will also have the ability to issue M-2 visas to immediate family members, such as spouses and children, of the foreign students.

One would think if Quasar had actually been approved Quasar would have an understanding of how the process works. Quasar clearly does not.

I imagine that if the embassy issuing the visa should bring up a technicality like DHS being unaware of Quasar's SEVIS approval, the prospective student can just whip out a copy of Quasar's P.R.

That should take care of it.
