The tier was changed because the attorney opinion letter is now overdue. Any attorney who submits an opinion that the VDSC annual report submitted by Peter Villiotis and Edward Steinback is accurate risks being banned by OTC Markets for lying.

EDIT: I see that a new attorney has submitted an opinion letter. His letter is a blatant lie as can be proved by the actual number of authorized shares at 6/30/13 which is misrepresented in both his letter and the annual report. This attorney letter is obviously fraudulent! IMO OTC Markets should issue a Caveat Emptor warning.
