Republicans don't care as those costs when they go to the ER will be born by the hospitals and the other insured. Now if this was a white man who did this like say a ROmney did in MA they would be running to implement this as it takes care of several problems at actually less cost in the long run. But Republicans have welcomed in their party the racists and bigots to sit with them and take a premier seat at the table.
