I think he has just realized that he needs to raise the authorized share count again as he has (according to last filing) issued two large tranches of shares - once to the Chinese who AFAIK have added nothing to the value of the business) and one for clearing debt (if I remember right). either way there are far more shares now issue than authorized. I assume he has to wait some time for paper work to clear and then can come clean in his 10Q.
Puzzled why when you release numbers for 2012 you have t include all the share/debt/warrants actions upto the filing date, why not just up to the date of the financial report?
