That link clearly says they want to "replace the mortgage giants." Nowhere does it say shutdown as you suggest. Also, per the terms of the c-ship agreement, as long as the companies are profitable, there is no possibility that they can be liquidated, or shutdown. They may be transferred to a new entity, "replaced," but the entire charter must be transferred as well. That includes every single share of common stock! Every share will retain full value in the new charter.

Very few people are interested in shorting this stock as there are many far less risky stocks to short. The people on this board who endlessly recycle and spin old new like this most likely have one motive; to accumulate as many shares as possible by attempting to scare less savvy retail investors out of their shares. Everyone knows the upside is unlimited compared to the downside, therefor everyone wants it to go up. It's simple logic.
