I do blame FINRA and the SEC for not prosecuting scams like CSGH, but it's the company that is running the scam. Whether you want to ascribe it to underfunding by those who don't want to see these scams shut down or incompetence, it doesn't excuse those perpetrating the scams.
I have a bit more faith however in U.S. institutions than those run by a communist government who shows every sign of being complicit in the deception. Maybe it's just me.
