From my own military experience no other branch wants to admit that the Navy came up with a great solution until they have thoroughly vetted it themselves. It's sounds stupid I know, but trust me that's how it works. The grunts (Army) and the space cadets ( Air Force) don't want to let the Navy (swabbies) get the credit. By the way being a former grunt myself I mean no offense to the Air Force or the Navy. Couldn't do the job without you.
