This is not an entirely accurate statement:

The FAA certified A-Cent Jacksonville as an official satellite location.

While the Feds will allow the operation of a satellite, it is the responsibility of the certificate holder themselves (A-Cent Colorado) to maintain operational control over the satellite to ensure compliance with Part 141. The Feds don't certify satellites.

I'm thinking a case could be made that whatever may or may not be going on in Colorado, the Colorado certificate holder might not be exercising operational control over what's going on in Florida??

As long as those foreign students don't come from Saudi Arabia, I can live with it. A few young Saudi's were training down here in nearby Venice, Florida. That was a little over twelve years ago, and we know how that went down.
