the officer escalated without reason. if he thought the guy was a threat, a non-lethal response (such as a taser) should have been the response, not lethal force, since he was showing no weapon or threatening one. no matter if it was a racist cop or not, this is not law enforcement, it is treating the person's life as less valuable than his own, literally.
