Well put, EI, you beat me to it.

They are not spending a couple million to save a couple hundred thousand in compliance costs. They're spending a couple million to save a couple hundred thousand on compliance costs AND are shrinking the share count at the same time. Big difference.

And a very good thing if the price is below intrinsic value.
