Yes, it is as I've stated here weeks ago. However, the Def-14 filing means that FINRA approved it, but there is no explanation about the delay.

effective date of split is determined by FINRA, not STKO

As I said, maybe they haven't sold enough pre-split shares to pay for all the expenses for it to take place.
