There's nothing to do, it's revoked.

The attempt to take it dark after the fact (The original suspension) was curious but futile.

Don't quote me or the stats here as I'm going off the top of my head but ...

Out of approx. 3,000 issuers in the last 18 months or so, one has made it back and I believe that was off the grey's not from a revocation.

Actually just went through this elsewhere in another stock that first was suspended and they voluntarily had it revoked. A Year later they attempted to resurrect it ...

From my understanding you can go one of two ways. Either a Form 10 or an S1. They went with the former which is supposed to include two years of audited fins.. After it's submitted and if it's even noticed, the SEC will provide comments, ask for clarifications etc. In this case, they amended it once and after 60 days it automatically becomes effective.

The next step and bigger obstacle is getting a MM to sponsor it via a 211 which allows it to trade. Most if not all are extremely skittish backing a formerly suspended\revoked ticker. In this case it lingered on and on and apparently the adage held true, no one wanted to touch it.

Then seemingly out of nowhere and despite the auto effectiveness and the SEC having overlooked it, it got back on their radar and they scheduled a CC with the participants to answer questions about missing\conflicting info on the original\amended Form 10.

The suggestion and decision was to revoke it again and so it was.

With the apparent mess that N is, getting it all straightened out is quite likely not even worth the effort. Not impossible, but highly improbable.
