Why would you tax CBD?

The reason people/governments talk about taxing marijuana is because it's not a recognized prescription drug, and recreational use is taxable for the same reason alcohol is taxed, so there would both be an excise tax on recreational marijuana, as well as a sales tax.

But you don't get high off of CBD, so why would you place an excise tax products containing only CBD? You're not taking CBD for pleasure or for getting high, but to address some medical condition.

Under that scenario, there would be no excise tax on the CBD, but there would be a state sales tax (if any) at the point of sale.

And then what happens if someone comes out with a CBD-only drug that's approved by the FDA for prescription use? Since in most states, prescription drugs are not subject to sales tax, a prescription drug containing CBD might not have any tax on it at all.

I could also see a scenario where a prescription drug containing THC would not be subject to an excise or sales tax.

The reason I can see "counting MJNA out" is because little they do is unique or protected by patent, and I don't think that they can raise enough money to build a position that won't be easily overwhelmed by someone or some corporation with deep pockets and the willingness to invest.
