Yes the A/S is 6 billion, but according to otcmarkets site the current SS is:

So the A/S is high, but the Shares outstanding (from June 30th) is very low for a pennystock!!!

I'm not invested here, but watching closely for a big dip and big bounce back up!!!

Yeah but most are restricted and the company is going to address that. Name change was just the start and company is accelerating fast with mergers and others deals.
