I'm no expert on entertainment licensing, but I believe Internet downloadable movies are still a ways off (1-2 years).
Studios' perceived risk of VOD via cable/satellite and via the Internet is huge. The Viacoms/Sony/Universals of the world will do everything possible to stall Internet delivery. The bean counters and entertainment lawyers have convinced them they'll instantly lose billions to Internet piracy. To some extent, they're probably right.
