It has not been refuted in the slightest. When someone presents substantial data that illustrates that presidents frequently use the phrase "wind down" to mean something other than TO BRING TO A GRADUAL END, then I may be inclined to adjust my opinion and accept refutation.
That said...
All that I've been able to prove in my research is that the phrase has been consistently used to describe a process by which a government program is shut down. That being so, a logical conclusion would be that the president and much of congress aim to shut down Fannie and Freddie. Recent polls have proven that the majority of tax payers favor that approach, to boot.
