Exactly, the President is not King of the United States. That's why he has to head fake to get anything done using vague phrases such as, "Wind down the GSEs as we know them". The Presidents only clear priority is to insulate the taxpayer from a first loss bailout position in the future. Really, all that needs to be done is to install an insurance buffer.
