Now we know the meaning and need for the phrase..."ON OR ABOUT...standard contract wording to allow for deviations as need.....a deviation has shown to be needed and it is for good reason....
Nobody hyped the roll out date. It was in the filing in black and white. They cancelled the filing which caused uncertaincy. Now we have to wait til march 16 to see it the roll out will happen. No hype in that.
