It might be hard to recruit a new CEO if they want him to agree to take full blame and responsibility, but have no real authority and let Ms Sides, or Mr Llamas tell him what to do.
... or (we can't assume it is always bad) ... it is simply hard to find someone dedicated enough to the MMJ cause.
