Not much more since he does not know and his cabinet and officials do not know. It is too far down the road. So there is talk about a responsible transition.
"Shuttering" is definitely not a word used by the leaking officials or Obama. That is a biased interpretation of the phrase indicating the ending the failed business model. A model is not a company. He said a similar thing in Illinois about the business model.
The timing is more related to the fact that the Congress is in recess not earnings. He can now go around without the Congressional parties spin machines turning out negative stuff on him and what he says. This a tactic perhaps coincidental with the earnings releases. This speech may boost the run, if what is said is seen in a certain light. I doubt he will say end Fannie and Freddie as companies since if that was so he might as well agree much with Corker and Warner's bill which clearly he does not. The principles outlined do not match the Corker-Warner bill by a long shot and not all jibing with Hensarling's bill.
