I find most of the monitoring is by I-Hub Admin.I have as MOD deleted my share of off-topic and personal attack posts but usually report them 1st.Being MOD is not an easy task and if a MOD does not adhere to the rules of the position he/she is removed by I-Hub Admin FYI.
