The Hensarling proposed legislation will not pass into law. It is a seriously flawed bill. And after today's rejection of every Democratic Party amendment during the panel, the Republican committee majority have sealed the bill's fate that serves only certain US citizens. Neither the Democratic Party nor the President will vote or sign this bill into law.
If it clears committee and reaches the House floor, the vote will split along party lines and some moderate Republicans may vote against in on principle and in preference for a bipartisan effort and it will fail there. If it passes in the House it will be dead on arrival in the Democratic Party majority Senate. The President will veto it if by some miracle it makes it to his desk.
