And Industry Guide 7 is very clear. To be Development Stage, a Company must meet both conditions. There is absolutely nothing anywhere that says you can't have a positive feasibility study and still be Exploration Stage. If that were true, Industry Guide 7 would not have the second condition attached, would it?
