How can you have a $1.00 GTC sell?

Seems most systems won't let you place an order so far above the PPS, especially an OTC stock. Hell, I tried to place a limit order for .12 just to see if I could get hooked by a fat finger, but it was still considered too far above the price point to be a realistic order. - it was denied.
