The company as of July 13th and the Reuters report I am reading has the following:

O/S: 3.41 mill share
Float: 2.82

We traded 646k+ shares today. To me it looks like somebody wants in and the shares are limited.

Demand up-limited shares= PPS increase

This company has been strapped for cash so their future was uncertain. They now have cash and it back in play IMO. I believe these factors are ye reason for the sudden climb to a valuation that is proper for their IP and cash standpoint.
