"no extradition" just means no extradition TREATY. Kuwait gets a lot from the US and they would be bound to turn someone over else lose out big. Remember, the first 100 hour Iraq war was fought from Kuwait, protecting Kuwait from invasion. Saudi Arabia has none either, but they are certainly our friends compared to others. No, extradition on a permanent basis would need to be done to a country we don't get along with, like Nicaraqua (sp) or China among others. Ask Snowden.
