WAL-MART is isn't going anywhere - 3 W-M DC stores are already under construction, and 3 more are in the planning stage...This is the DC Council's bill under consideration:
The bill would require retailers with sales of $1 billion or more and operating in spaces of 75,000 square feet or larger to pay their employees no less than $12.50/hour. The city's minimum wage is $8.25/hour.

What do you expect with the comrades for voting to tell a business what to pay their emloyees?

Maybe they need another law to follow up: Require Walmart to stay and pay.

What if they refuse?

Then force Walmart management to stay or get arrested and seize the revenues.

Then we have your dream goal of Stalin's Communism.
