Didn't we go through this exercise in the 1980s and 1990s before there was an internet. Issuers were using Regulation S and Germans were shorting against the box on positions. But, those loopholes are gone now. Now we are back to proclaiming that this is occurring again even though it is not and prohibited, yet distributed on the internet as fact. But the fact is it occurred in the 1980s and 1990s and no longer today.
Reg S was the drug of choice back then by pump and dumps. No longer guys. Good try.
