Those involved in the "first resurrection" are taken to heaven to rule as "kings and priests" over the earth -JESUS refers to then as a"little flock" in Luke 12:32- since they are limited in number- those resurrected back to earth -under the ransom provision also --will involve untold millions as 1 John 2:1,2 indicates -
