I believe it is a requirement, if I read it right, to be able to do site seeing flights. Just fulfilling the requirements of the law and in return the profit should be quite well. In the Jacksonville area it is big business, for many come in to Jax and want to fly over the ocean and such. Also anyone who has ever been to Colorado Springs knows that it is perfect for such flights, going over those Mountains would be incredible.
