There is no restriction for the share price to rise before the 40M can be sold.. But think about it, can 40M shares be sold with current volumes? ofcourse not, so there HAS to be a PROMO and News associated with it to bring in enough volume to add that many shares to the Float.
So we are sitting very very good.. IMO..
Look at what just 2M shares did to the PPS without volume to absorb them.
