In light of your reference, American businesses can grow it in other countries or in America (depending on The Industrial Hemp Farming Acto of 2013) and either transport it to or from America. Currently, it is legal to import Hemp from other countries to America.

"The Industrial Hemp Farming Act of 2013 (H.R. 525; S. 359) would open
the way for commercial cultivation of industrial hemp in the United States" (Hemp as an Agricultural Commodity, 2013).

"Although hemp is not grown in the United States, both finished hemp products and raw material
inputs are imported and sold for use in manufacturing for a wide range of product categories" (Hemp as an Agricultural Commodity, 2013).
