I doubt they'll be up and running by then. Besides having to wait for their permit to get amended before they can go forward with Jacksonville, don't they also have to buy and erect a building to put the processors in? Last time they estimated that that would take about 8 weeks once they had all the material on hand. So given how slow everything else has gone, I find it unlikely that they'll be able to get so much done in Q4. Moreover, since they are, presumably, installing 2 processors in one building, that means that they'll need to get both built before they can run them, right? Can't have welding going on while running the processors. So it seems both will have to be very long before either of them could be turned on.
