There's no such thing as naked shorting silver. You don't have to borrow it from anyone to short it. You just have to be willing to deliver physical silver if anyone has any interest in taking delivery of it. Unfortunately for you there's very little interest.
I have a feeling that most posters here have never traded futures and have no idea how they work.
