You can advertise thru facebook, I have, and they send out a story or post based on your info and company and people will like/share your page. Now you do have to pay for each person that likes your page (willingly), but no way possible to pay and gurantee people to like your page. It is a form of advertising yes, but in no way "paying for likes" you can pay and no one has to like your page.
