Which is what? Like I said, I am no expert, but I work in a highly regulated industry and I have seen how loosely regulation can be enforced. It is also a bit of crap shoot as to how the agency responsible for enforcing the regulation will interpret it differently than you have.
I am not being argumentative just for the sake of doing so. I am simply trying to point out the unknown risk.
