First of all, the article was dated: February 02, 2004.

Second, it doesn't mention which process the Prescott is supposed to scale to 5GHz on. Presumably, if Netburst were a more viable core, Intel would have put the effort into reaching 5GHz and above. The thing you evidently don't realize is that the ROI of a very high throughput single core processor at high TDP is the reason why the plans were cancelled, not because they were impossible to accomplish. You obviously try your best to spin things in the most negative way for Intel, but a realist will simply recognize that Netburst is an inefficient way to scale performance/watt, and that Intel likely abandoned work on this in 2004 to focus their manpower on the power efficient Pentium M micro-architecture - which is completely backed up by the actual facts.
