That there are bigger players, probably institutional, that are in control of this stock and with many millions of shares. They either let-it-go and it moves-up quite easily as with the initial run to .16, or pressure it downward and force retail sellers out.
They don't seem to be on-board with letting this move up...yet...
Just an observation from what I witnessed during the first run.
Either they're accumulating now for another run, or they're trying to discard as many shares before cancellation...JMHO
