You're correct. It's generally CPU independent, but it's clear that the thermal profiles and thermal resistance values were chosen with certain Opteron processors in mind.

You fell into the same situation as OC and assumed it was trying to describe TDP. You then tried to explain some case where the actual TDP is higher. Forget about TDP. The chart is just a solved math equation, and I think you understand that now.
