No its what I thought it is - it shows the correlation between TDP and TCasemax for a given thermal profile. Naturally thermal profiles depend on both the cpu itself and the retail heat sink used to determine C/W. (some thermal profiles have the same C/W but different TDP for a given TCasemax). I have already said that TDP is a variable and you rightly point out that it is unknown until you actually use it. However as I pointed out typically DC Opterons fall at the low end of the spectrum for Tcase max. As for Tcase max on DC Turions I dont think I made mention of 65C (need to check that!) rather I was pointing out that they will be lower than 95C in most instances by the nature of the variability. As to the 35W TDP I think you will find I was referring to DC Opterons being that at the lowest TCase max and making an extrapolation from there as the TDP itself is obviously not a variable of the C/W but TCasemax. If you note the presumably EE profile (thermal profile E) with a C/W of 0.95 which is more along the lines of what a laptop cooling system would be, you can see the potential for designing such a laptop system with sub 95C Tcase max and TDP around 35W.
