No I believe they probably will. In principle a comprehensive backround check is a good idea IMO... especially as it relates to mentally ill people and people with records of violent crimes. That doesn't mean they have to create a registry. They should outlaw the creation of one. I see no reason whey they can't.

The Federal NIC's system IS a National Gun Registry! If background check registers the gun if it is sold.
