Clearly the one who wrote the PR is cleaver and is purposely trying to confuse people. It says clear as day it is a forward stock split.

Split, dividend, it doesn't matter. It would appear in this case that this is a "special dividend", a one-time or non-recurring "dividend".

You get 20% more shares, with a 20% PPS haircut the day you get your new shares.
