I remember looking at the photos of that "plant" when Noble was promoting it. No way it could be a commercial refining operation. If I remember correctly, there were also specific regulations at that location that precluded large-scale operations. I would have to go back on the Noble Board to look them up, but unless something major has changed, I just don't see how that could be a viable operation.
