I am still not following that. Normally sellers don't cap the ask so someone else can dump on the bid. In my experience, its someone who wants to stop the run so they or their friend can load up, not so someone can dump.

Oh, and I still don't follow the pumping thing either. You are determined to qualify this as a "pump and dump" stock - but we must have differing definitions. Stocks go up when news comes out, and people spread the word about stocks they like. So every stock on the planet is technically "pumped"
I think many people get "pumping" confused with normal movement of stock on chart, anticipation of news, and news. Just because a stock moves and someone sells off some shares for profit doesn't mean its a pump project - and there has to be awareness of a stock regardless of whether its a penny stock or not.
I always think of pump and dumps as those stocks who rinse and repeat, over and over, issuing shares and then following with a R/S - never with any real intention for growth or decent business model. But you can keep calling this stock one if you want. I will be happy for people to bail out so I can buy some at support before the LOI news hits (whenever that may be).
