Well it is clear that this stock is not going up until there is more substantive news, and I don't mean more tax credits or terms that the general public does not understand.
In simple English , potential investors who have eyes on this stock want to know that deals have been closed and some cash inflow has started coming in , in the form of grants, loans, or from believable sources of funding. Nothing else is going to move this stock
I hope management is aware of this and have a surprise game plan that will cause investors on the sideline to start chasing.
