Its not only 350m shares, that's the first phase for the year. They are buying back half of the float which is approx 2.4 billion. Read the PR

READ THE PR: It CLEARLY states they plan to buy back AT LEAST half the public float.

I truly believe they worded it "at least half" to keep expectations in check, id imagine they will buy back AS MANY AS THEY CAN so long as it makes sense $$$$
